Comment:
The changes to Onionoo are now implemented and deployed. It offers a new
`GET weights` URL that returns [https://onionoo.torproject.org/#weights
weights] (advertised bandwidth fraction, consensus weight fraction,
guard/middle/exit probability) to be graphed by Atlas. Making this an
Atlas ticket again. hellais, want to grab this ticket?
