#6505: GETINFO dir/status-vote/current/consensus returns "Unrecognized key" if

If there is no consensus available, issuing a GETINFO command for dir
/status-vote/current/consensus will return an "Unrecognized key" error
instead of an empty string, which will make pytorctl crash.
Patch attached.
