Just pushed a commit to cover the case where a testing circuit without a
guard got converted to a CBT measurement circ due to timeout:
Aug 20 19:40:57.000 [notice] pathbias_count_success(): Bug: Completed
circuit has no known guard. Circuit is a Measuring circuit timeout
currently open.
