There is no Tor 0.2.20. Also, there is no "ExiteNodes" config option. Also
also, "StrictNodes" is no longer necessary when using Tor 0.2.3.x.
What bundle are you using? My guess is you're missing the geoip file.
In any case, this isn't a Tor bug, so you might be happier mailing
[email protected].
