Hmm. I didn't look very closely, but I think this doesn't work. We'll
want to exclude relays based on descriptor bandwidth but calculate the
various metrics based on consensus weight. With your patch we're using
descriptor bandwidth for everything.
This specific patch is probably moot, now that we're going to change the
analysis from entropy values to L_\inf. But we'll want to have a similar
patch for the L_\inf stuff, too.
