Comment:
I'm probably not going to get this done by the 10th.
It's also slightly less urgent than #2681 and #4483, since we can always
just write firewall rules to only allow existing relays to talk to the
dirauths as a stopgap during DoS.
Guess we leave it for 0.2.5.x.
