Comment:
We need to backpeddle from the DNS nonce and write another simpler
proposal without it. Probably should be a separate document, in case we
want to try to re-visit the DNS nonce later.
proper: I'm not sure how informational the IP address message will be,
especially if we manage to make use of the stream isolation in Tor
0.2.3.x.
