router_compare_to_my_exit_policy() fails unless
compare_tor_addr_to_short_policy() returns ADDR_POLICY_ACCEPTED which it
doesn't. It may return ADDR_POLICY_PROBABLY_ACCEPTED though, in which case
exit to an IPv6 service actually does work. Yay.
I just learned about this "probably" business and don't know the correct
way to handle this yet. Might be a hint for someone else though.
