These circuits appear to be mostly purpose 6
(CIRCUIT_PURPOSE_C_INTRODUCING), with a few purpose 5
(CIRCUIT_PURPOSE_C_GENERAL) and 9 (CIRCUIT_PURPOSE_C_ESTABLISH_REND), and
a tiny fraction of measurement timeouts.
