The first iteration of this has been implemented. To perform a report over
Tor you must prefix the backend collector address with httpo://the_address
or shttp://the_address. So the command line will be:
./bin/ooniprobe -c httpo://something.onion nettests/core/http_host.py
to report the result of the HTTP Host test to something.onion.
