I often see conflicting advice on this question:
Given a fixed limit on monthly traffic, it is better to prefer high
throughput (BandwidthRate) for a part of that month, or lower throughput
for the full month?
I know I've seen the answer to this in the tor-relay mailing list, but
given that the mailing list archives are not searchable, it would be nice
to have a FAQ entry to point to.
