#8400: Torbutton's browsing history pref seems to require restart

This is probably because we now rely on the
browser.privatebrowsing.autostart, which I guess doesn't actually change
the private browsing state itself. We probably need to emit the private
browsing change notification event, or otherwise request changing the
private browsing state the official way.
