The download manager is memory only via

I guess we should clear the download window on New Identity. I'm surprised
it's not cleared by the private browsing session clearing event, though...
Not sure what to tag this as (tbb-local-evesedropper?), actually. This
means it will probably be forgotten until the next triage :/.
