 Interesting idea. I can't make it work right away:

 - 'reject *:*,accept6 *:*' results in "directory_pick_generic_dirserver():
 No router found for consensus network-status fetch; falling back to
 dirserver list."

 - 'accept6 *:*,reject *:*' makes the client try IPv4 addresses

 Haven't looked into any details yet but from a quick glance it seems like
 router_pick_directory_server_impl() needs some IPv6 knowledge.
