#9561: Consider 9050 as controller, 90nn as socks

With advent of multiple socks ports and isolation flags
and possible future extension thereon, it may seems more
intuitive to make 9050 as the tor root (controller) and
spawn 9051, 9052, 90nn, etc after that, in the default sense.
Coordinate with vidalia, etc. But perhaps better for the
long term.
