get_connections() function] supports
[https://stem.torproject.org/api/util/connection.html#stem.util.connection.Resolver
several platforms], but most notably lacks a resolver for Windows. If the
Windows netstat variant can be queried by process name or pid then this
should be as simple as writing a parser for it.
