#9855: Certain pages on Kohl's return 'Bad Request' errors

HTTPS-Everywhere 3.4.1 on FF 24 (tested on Mac and Linux).
Navigating to certain Kohl's websites will return 'Bad Request' pages.
Some pages will load, some won't. Here's an example that does not load
properly:
http://www.kohls.com/catalog/womens-wallets-accessories-
accessories.jsp?CN=4294720878+4294719442+4294719516+4294717956
Disabling HTTPS-Everywhere solves the issue and the page loads properly.
