The solution proposed in branch 9206 is not useful for Shadow/Scallion.
Please instead see branch bug9206_option which adds
TestingDirAuthVoteGuard that takes a list of relays like ExcludeNodes.
This has been tested in a Chutney network and a 'minimal' Shadow network.
