When we merged f8c45339f72525c6826d6db6a5e2acc4d7475952 to stop
preprocessing the torify script, we broke the ability to preprocess the
torify manpage... or indeed to build it at all.
We also stopped trying to build it unless building tor-fw-helper.
Silly us.
