Turns out there are bridges which don't open their OR port on purpose, but
only open their pluggable transport ports. These bridges are working fine
and serving bridge clients, so we should list them.
New plan: leave the semantics of `last_seen` unchanged and add a new field
`last_running` which Globe can use to calculate downtime.
