#11776: TOR DOES NOT CONNECT

I have tried a number of things as per Matt Pagan's advice.
Time is accurate
Have disabled firewall
Have disabled anti virus
Removed and reinstalled TOR
I always get the same message
could not connect to tor control port
I use windows vista and firefox
