When a Tor client that's configured to use a bridge sees

[notice] Bootstrapped 20%: Asking for networkstatus consensus
}}}
its next plan is actually to send a DIR_PURPOSE_FETCH_SERVERDESC request
for the bridge's descriptor. This is surprising.
