#12650: BridgeDB doesn't actually support non-english languages

The system/browser is set to Chinese, and when open bridge site:
https://bridges.torproject.org/options, the page is not acutally in
English or Chinese, or I should say it is in both English and Chinese.
Here is what it looks like:
