#12708: Teach DocTor about Num*Guards parameter

It appears that moria1 makes use of two new consensus options/parameters
the doctor doesn't know about yet, because he keeps telling me (over and
over again):
> NOTICE: The following directory authorities set unknown consensus
parameters: moria1 NumDirectoryGuards=3 NumEntryGuards=3
and at the same time
> NOTICE: The following directory authorities set conflicting consensus
parameters: moria1 NumDirectoryGuards=3 NumEntryGuards=3
what makes me wonder if the doctor thinks they are conflicting, because he
doesn't know them or if they are actually conflicting (Should not be the
case). In the former case I open a ticket, if you like and tell me so, to
not notify about conflicting parameters if they aren't known.
