Looking at [https://github.com/meejah/tor-weather/tree/develop meejah's
develop branch, commit 4893644], it seems that Weather still depends on a
local tor client. The Vagrant image installs and configures tor, and
doc/INSTALL says that installing and configuring tor is required. Both
should probably go away.
