#13497: reduce the strictness of checkForRoot

I am writing a setcap wrapper so that you don't need to be root just to
run the tests that require to capture raw network packets. However, ooni
explicitly checks for uid=0 for certain tests and fails if this isn't the
case. Please reduce these user-based checks to more direct feature-based
checks.
