#13639: Align the dates in the visual timeline

The current visualization for the bridge reachability study does not have
the dates aligned.
This makes it a bit hard to visually determine what happened on a given
date without hovering over the measurement.
I would suggest we have every date where we have a measurement have a box
for every row. Where there is no measurement the box should be grey in
color.
