In order to support ''persistent 3rd party cookies'' conditional of
network.cookie.lifetimePolicy, extend both SQL structure and C++ code to
consume and provide double key state.
This new implementation broadens the scope of requirements #14059, test
plan #14057, and nsCookieService API #14062.
