#14087: Tor Browser needs an "Automatic Proxy Configuration Script" option

Some TBB users need to configure proxy with a PAC file instead of standard
host+port configuration.
The current Tor Browser proxy configuration gives no option to these
users, as they can configure only a fixed host and port pair of options,
and most users are unable to extract these from the pac file (provided
they are able to download and open it).
