This looks ok; I didn't go into the database details, but when the tests
work things should be fine.
Maybe, while working on it anyway, include more ISO-8859-1 characters into
the test cases?
(Like {{{Kırşehir, Tekirdağ, İnegöl, Çankırı, ...}}})
