Isn't the correct fix for this is to make all the environment variables
work? (See #9936, among other tickets). In the mean time, using cookie
auth as in
https://trac.torproject.org/projects/tor/wiki/TorBrowserBundle3SAQ worked
fine the last time I did such things, though I have since moved onto doing
something a bit more elaborate.
