The list exists, now we need to configure it. Some questions:
- Should the list be public or private? Private means it's not listed on
https://lists.torproject.org/ but only on the wiki.
- Should there be archives, only accessible for list members, or no
archives at all?
- What's a good short description for this list, which we'd write to the
wiki?
