It is technically due before Sept 1 2015, but likely sometime in early
August they will send mail asking us to submit it that day. So we would be
wise to have a draft ready by end of July.
I'll plan to do the final putting-together of it, but getting some help
from Arturo and Isabela with input would be helpful.
