While reviewing #16005 we found that highp precision availability might be
a fingerprinting vector. This ticket is for investigating how prevalent
highp precision on desktop and or mobile is these days. My current gut
feeling is that we are fine wrt the desktop but not wrt the mobile world
at the moment.
