#16778: "Set Up Sync..." still appears in Tools menu in TBB 5.0 on OS X

Although #16488 removed "Sign in to Sync" from the browser menu, I still
see "Set Up Sync..." in the Tools menu in TBB 5.0 on OS X.
Can we kill that one too?
