FWIW, on Debian we have:
CapabilityBoundingSet=CAP_SETUID CAP_SETGID CAP_NET_BIND_SERVICE
CAP_DAC_OVERRIDE CAP_CHOWN CAP_FOWNER
... and tor starts fine with ControlSocket enabled.
