a bridge could simply tell bridgedb if it is static or dynamic.
and a the bridge could reconnect if there was no connection in the last x
hours. if there is a risk that censors could access the bridge while it is
blocked for others to keep it from reconnecting it could do fixed time
reconnects. set them to 1 3 8 and 24 hours and see what settings have the
best statistics. if you think a censor could fake traffic to manipulate
statistics a group of trusted users could do the testing.
