#17189: Replace karsten with qbi as moderator on many mailing lists

qbi is taking over karsten's list admin hat, so he should become the
moderator on the lists that are currently moderated by atagar and karsten.
At the same time karsten should not be moderator on those lists anymore.
This ticket is mostly for documentation purposes. I'll make these changes
and then close the ticket.
