Allow VERSIONS cells of alternate link protocol versions
Good point from Dave that the spec doesn't explicitly disallow VERSIONS
cells
using wider circuit id field sizes. Unless we're missing something they're
only
used for initial protocol negotiation but no reason not to allow it.
