I haven't heard of any substantial movement on torouter in maybe a year or so. Installing/updating with opkg is problematic for the reasons you mention, but I work on an OpenWRT-based project, and we manually install/update rather than use opkg. (But we're also working with a model where people may not have realistic internet access).
