Test networks on recent versions of Tor (0.2.7?) will bootstrap with 0 exit 
relays, but they will only run hidden services.

1 exit relay is fine, but it's also worth testing with multiple exit relays to 
ensure your code doesn't depend on their only being 1 exit.
