You're using arm dangerously. See item #14 on https://www.torproject.org/docs/tor-relay-debian for the safer way to run arm with your Debian / Ubuntu relay. And you'll want to follow the other instructions on that page too. Also, I have no idea what all you might have messed up with your attempts to do things the wrong way, so you might need to back some of those changes out too.
