With proxies, perhaps you need to set up a bridge. When you start TBB,
select "my ISP is refusing connections to Tor" (or something similar),
and then it will guide you through the process.
You are encouraged to read the documentation and ask questions on the
IRC channel. Don't worry, we don't bite!
