Hey, In the Netherlands there is Hart voor Internetvrijheid that runs a couple of relays. In addition to that, there's a yearly informal meeting open to potential relay operators with a lot of room for interactive discussions on operating relays.
I myself work for the leading Dutch digital civil rights organisation Bits of Freedom and we provide generic information in Dutch on running relays.
