That seems like an intended side effect of what's happened to Jake Appelbaum, but I go back and forth on whether it was successful or not. As for the next ten years of Tor... more widespread adoption? I can easily see it expanding far beyond capacity. I can also see it expanding capacity with the help of average people and awesome hackers.
