I don't know where you got that.

Debian's policy is that the archive should not have duplicated code
copies [1]. Back in 2010, both Mike Hommey and the security team that
agreed that a Tor Browser package could be written by building from a
iceweasel-src binary package that would be generated by the iceweasel
source package.

It's just that no one has done the work since then. See #3994 [2].
