Probably not overly optimistic. There are though, no bad people, only good 
people who do bad things, but Tor is not designed to enable bad things, and is 
not overly used for bad things. It was designed to allow privacy on the 
Internet, and enable people to do good things that they would not otherwise be 
able to do, without severe consequences. Many public telephones were removed in 
the US "because they were being used by drug dealers", but they were not 
installed for drug dealers (and it is moronic to remove them for that reason - 
when they could instead be used to catch drug dealers). Tor is inherently 
designed so that it can be used by everyone, with no consequences, no matter 
what it is used to accomplish.
