specifically UPSTREAM model collection at backbone peering points. consider both landing points and internet exchanges - you are alluding to total traffic analysis here, not piecemeal efforts like prior localized IX opportunistically applied to long-lived streams... it would be interesting to compare the cost of small scale opportunistic IX vs. total global analysis, though.
