If you want to use the Tor browser to access devices on your LAN, you must configure it appropriately. In the "Network" tab of "Preferences / Advanced", hit the "Settings" button under "Connection". Then add your LAN address range in the "No Proxy for" box and save. That would be something like "localhost, 127.0.0.1, 192.168.1.0/24". The IP in your question (192.254.1.1) is however not a private IP address.
