Hi Jack,
I just tired to create one with the FLTK desktop file editor (not the
menu one) and found that I needed to run:
pkill pcmanfm
pcmanfm --desktop &disown
To make it show up finally.
This might be the case with you as well.
But also send me the content of the file you made, as well as the output of
ls -lah ~/Desktop
Just to be sure.
